A leaver with no destination is a statutory problem, not an admin one.
Every 16 and 17 year old without level 3 qualifications is under a duty to stay in education or training. Local authorities carry a statutory duty to track that participation, identify who is not in it and get them back - and they report it to the DfE every month. Your leavers are in that data.
